OES Updates for Revised Phase 1 and 2 Program

1) WDO Approval of Revised Phase 1 and 2 Fees and Rules

On Wednesday, February 24, 2010, WDO approved the proposed Fees and Rules for the Revised Phase 1 and 2 Program. The Table of Fees below is in effect from April 1, 2010 and March 31, 2011.  The table of fees below has been revised since Bits & Bytes Issue 61 to include material subcategories.

2) Revised Phase 1 and 2 EEE Material category changes

The commencement of the Revised Phase 1 and 2 Program signifies the expansion of Phase 1 EEE material categories as well as the addition of new Phase 2 materials and categories.  In order to assist Stewards, Remitters and Sub-Remitters with the changes associated with both material categories, reporting and annual Steward’s fee changes we ask that you read each section and refer to the accompanying tables below. Should you have any questions related to material definitions or obligated products please refer to the Rules or contact customerservice@ontarioelectronicstewardship.ca.

Display Devices

Starting April 1, 2010 the Display Device category replaces the individual Monitor and Television terminology used in Phase 1. Display Devices include computer monitors, televisions, professional display monitors, and closed circuit monitor screens and include all forms of display technologies. The new display device category has two different material fee rate categories that are based on screen size: less than or equal to 29" or greater than 29". Please refer to Table 1 below to view the six subcategories that will be used when reporting.

All in one Computers

During the Phase 1 program All-In-One computers (AIO) where a computer is embedded inside a display device were meant to be reported as separate items: Computer + Mouse + Keyboard with fee rates being added to comprise a total of $14.08. Starting on April 1, 2010 the AIO category will be incorporated within the Display Device category and reflect the fee associated with this category. Please see Table 1.0 below.

Printing, Copying and Multi-Function Devices

There have been new additions as well as a name change to the Printing Device category. Starting April 1, 2010 the following EEE has been designated in this category under the desktop, printing, copying and multi-function device subcategory:

  1. Point of Sale (POS) receipt printers
  2. Scanners
  3. Facsimile and Fax Machines
  4. Handheld printers such as calculators with printing capabilities or label makers
  5. Desktop copiers or copy & print devices
  6. Typewriters powered by an AC power plug or by internal battery unit

In addition, this category will now include both Floor-Standing printing devices and Floor-Standing copying devices, please refer to Table 4.0 for a detailed breakdown of fees and categories.

    • Aftermarket Vehicle image, audio and video devices

3) Annual Notification

On February 26th, 2010 OES sent out annual notification letters to Phase 1 Stewards, Remitters and Sub-Remitters as well as companies which may be obligated under the Revised Phase 1 and  2 Program.  This letter informs all companies of their potential legal obligation under the program and provides links to the revised Steward EEE fees and Rules. If you have any questions related to your potential obligation please contact customerservice@ontarioelectronicstewardship.ca.  Existing Stewards, Remitters and Sub-Remitters who already registered with OES under the Phase 1 program will not need to re-register in the OES Application and Registration Systems.  Existing Stewards, Remitters and Sub-Remitters will need to declare their obligation for the designated EEE under the Revised Phase 1 and 2 Program through the OES Online Reporting System which will be available starting April 2010. Please note that this is an annual confirmation process.

4) OES Online Reporting System Update

The OES Online Reporting System is in the process of being modified to include newly designated materials as well as a number of system improvements. We appreciate your patience as we prepare for the April 2010 launch.  Additional information will be communicated as it becomes available via the Bits & Bytes newsletter.

Remitter’s Agreements

Once Stewards declare their obligation related to the Revised Phase 1 and 2 Program, Stewards and Remitters will be able to enter into Remitter’s and Sub-Remitter’s Agreements for designated Phase 1 and 2 EEE. Further instructions will follow in the next Bits & Bytes newsletter.

5) Steward Self-Manage Option

The Steward Self-Manage Option was designed for Stewards (brand owners and/or first importers) of Phase 1 and 2 EEE to allow Stewards who self-manage (recycle) their EEE at the end of its life with a way to continue to do so under the Revised Phase 1and 2 Program.  Please note that if approved by OES, the Steward who is self-managing their EEE is not absolved from their obligation under the WEEE Program, but they may be exempt from monthly reporting and payments based on EEE fees in lieu of paying a portion of common costs.  If your company is currently operating a self-managed program or wants to learn more about the Steward Self-Manage Option please email oesssm@ontarioelectronicstewardship.ca.

6) WDO postpones decision on CWTA’s Industry Stewardship Plan

The Canadian Wireless Telecommunication Association (CWTA) submitted an Industry Stewardship Plan (ISP) to the WDO. Please note that WDO has yet to make a decision on its approval. Until such a time, companies who are Stewards of cellular devices have been notified of their obligations under the OES Revised Phase 1 and 2 WEEE Program Plan and are required to register, report and pay applicable fees as per the Rules.
