Deadline for second monthly Steward's/Remitter's Report, Update on Reporting and Remitter's and Sub Remitter’s Agreement Approval
June 30th is the deadline to file your second monthly Steward's /Remitter's Report for EEE. The OES WEEE program launched on April 1, 2009 and Stewards/Remitters should have tracked the Electrical and Electronic Equipment (EEE) they supplied for use in Ontario for the data period of April 1 – April 30, and May 1st – May 31st, 2009. The first monthly EEE Steward’s/Remitter’s Reports and applicable payments was due to OES by May 31, 2009 the second monthly EEE Steward’s/.Remitter’s Report is due to OES by June 30th, 2009. Companies that file Steward’s/Remitter’s Reports and make payments according to the fee schedule in the Rules are considered to be in good standing with OES and compliant with the Waste Diversion Act (WDA).
Non-complying Stewards may be subject to enforcement actions by the Ministry of the Environment as prescribed under Sections 36 - 41 of the WDA. Obligated Stewards and Remitters who fail to pay applicable EEE Fees may be subject to a penalty of 10% of the Obligated EEE Fees due and payable. Interest may be charged at the posted prime interest rate plus 3% on any outstanding balance due.
1) Filing your second monthly Steward’s/Remitter’s Report
Please note that you can review the slides 58-67 available on our website for further information http://www.ontarioelectronicstewardship.ca/consultation/webinars.html for more information on how to file your monthly Steward’s Reports.
For this second report, OES will accept Steward’s / Remitter’s Reports from companies that haven do not have Step # 7 - Brand Management screen completed. The system will not require users to submit their Report with brands being populated for this first Report. Therefore, please skip over Brand Management Step # 7 in the system as OES will be improving the system for users. You will be provided an opportunity to amend this Report with the brands for your July’s month's Report.
When your Report is completed (you have entered all your data on the Data Entry Screen - Step #5. Please review slides from the May 6th webcast starting on slide 57 on how to file a Report http://www.ontarioelectronicstewardship.ca/pdf/consultation/2009/may6/slides_1pp.pdf ) and reviewed it for accuracy, please go to the Submit Stewards' Report Step # 8 and remember to click on the check box to signify your agreement to the terms and press the Submit button - at that point your Report has been submitted and an invoice should be generated and ready to be downloaded. The following is a “screen shot” of how the final steps described appear on the system.

Key Points:
- Data must be entered into the online system
- You must signify your agreement that the report is accurate and complete before being able to submit your report to OES
- OES will be posting invoices on the system that primary contacts and billing contacts will be able to download and process – Invoices will NOT be mailed out.

2) Retroactive Time Period of Remitter’s Agreements ends June 30th
For start up purposes any approved Agreements dated before June 30th, 2009 will have effective date of April 1, 2009. This will allow the Remitter (Sub-Remitter), and not the Steward, to report & remit fees to OES for EEE supplied into Ontario for the April and May 2009 EEE Steward’s/ Remitter’s Reports.
- This extension was granted as it allows more time to properly assign Brands to Remitter’s Agreements. After this deadline Remitter’s and Sub Remitter’s Agreements will only be in effect in next month following approval by OES. For greater clarity a report approved by OES in the month of July will not become in effect until August 1, 2009.
- Stewards are still obligated to file monthly Steward’s/Remitter’s Reports for the EEE it supplied for use in Ontario until the Remitter reports & remit fees (the Steward is not responsible for reporting to OES for the EEE that is covered under a Remitter’s Agreement (unless the Remitter is in Default).
3) Approval of Remitter’s and Sub Remitter’s Agreements scheduled for June 30th.
Please note that OES will approve all Remitter’s and Sub Remitter’s Agreements agreed to by both organizations where Brands have been assigned in the evening of June 30th, 2009 to ensure that all Agreements issued that evening have the retroactive start date. OES approved a number of Remitter’s and Sub Remitter’s Agreements on June 26th, 2009.
OES will not approve of Remitter's and Sub-Remitter's Agreements until:
- Both companies have re-confirmed Step #4 Remitter & Agreements that they wish to participate in the Remitter's Process.
- Both companies have agreed to the term of the Agreement
- The Steward has assigned Brands to the Remitter or the Remitter has assigned Brands to the Sub Remitter

4) Returns/Credits
OES advised Stewards and Remitters that the OES Online Reporting System will allow organizations to amend their filed Steward’s/Remitter’s Reports to account for returns made during the previous data period. Please be advised that this is under development and it will be available shortly, therefore OES is asking that Stewards and Remitters to wait until the system is updated to account for returns for the previous data periods ( April 2009, May 2009 ). The Credit/Return feature will allow companies to manage their returns on aggregate Reports. Please be advised that any outstanding credit amount will be applied to future months.
