Frequently Asked Questions
1. What is a Remitters Process? A process allowed in the Rules where a company who may or may not be a Steward, executes a Remitter’s Agreement with a Steward and OES with respect to designated EEE. This Agreement requires Remitters to report and remit fees calculated on the Steward’s EEE that the Remitter supplies for use in Ontario. Please note that the Steward is still obligated for all EEE that is supplied for use in Ontario until the Remitter reports and remits.
2. Who is a Remitter? A Remitter is a company, who may or may not be a Steward, who has executed a Remitter’s Agreement with a Steward and OES respecting EEE.
3. What is a Remitter’s Agreement? A Remitter's Agreement is an agreement among OES, a Remitter and a person designated under the Rules as an EEE Steward. It provides for the Remitter to file a Remitter’s Report and pay Steward’s fees to OES on behalf of a Steward who supplies designated EEE into Ontario.
4. What is a Remitter’s Report? It is a report prepared by the Remitter and filed with OES on behalf of a Steward, pursuant to a Remitter’s Agreement. It describes the aggregate amount of designated EEE that was supplied to the Remitter by the Steward or to the Steward by the Remitter in the Data Period, containing the information prescribed in the form provided for in the Rules (units, brands, methodology, etc).
5. What is the difference between a Remitter and a Sub-Remitter? The Remitter is an organization that wishes to report and remit fees to OES on particular designated EEE products that it’s supplier in Ontario is the Steward of that designated EEE. It enters into a Remitter’s Agreement with the Steward and OES. The Sub-Remitter is an organization that wishes to report and remit fees to OES on particular designated EEE products that it’s suppliers in Ontario are the Remitter and NOT the Steward for that particular designated EEE. It enters into a Sub-Remitter’s Agreement with the Remitter and OES.
6. Am I obligated to become a Remitter (Sub-Remitter)? You have no obligation to become a Remitter (or a Sub-Remitter) A Remitter is a company, who may or may not be a Steward, who has executed a Remitter’s Agreement (Sub-Remitter’s Agreement) with a Steward (Remitter) and OES respecting designated EEE brands. This Agreement requires Remitters to report and remit fees calculated on the Steward’s (Remitter’s) EEE that the Remitter supplies for use in Ontario. It’s your own business decision if you wish to enter into these agreements with Stewards, or if you are a Steward want to have Remitter's Report on your behalf.
7. Do we have to remit any fees to OES directly or are the fees we pay to our suppliers the ones that get remitted back to OES? The WEEE diversion program does not tell/mandate how the companies that are obligated to pay fees on the designated EEE manage these costs/fees. Some companies will internalize the cost, while others may charge consumers an environmental handling fee at the point of purchase. Notwithstanding the Remitter’s Process, the Steward is obligated to file monthly Steward’s Reports and remit payment to OES for the EEE that they supplied for use in Ontario. If your company is being charged back by a supplier (this company may be the Steward or a Remitter) it is your business decision to enter into Remitter’s Process with your suppliers and OES. If you enter into these Agreements your company would report and remit fees calculated on the Steward’s and/or Remitters designated EEE that you as the Remitter or Sub-Remitter supply for use in Ontario.
8. By agreeing to enter into a Remitter’s Agreement, am I giving my competitors an unfair advantage, if they make the business decision not to enter into such agreements? Your competitors may or may not be part of the Remitter’s Process this business decision to enter the Remitter’s Process is based upon each individual company’s situation. If they are obligated as a Steward, they have no choice as it is a legal requirement for Stewards (obligated companies).
For the designated EEE product that companies are not the obligated Stewards for, it is their choice as to how they will handle any EEE Fees charged to them by their suppliers and if they wish to become Remitters for the designated EEE product. OES cannot comment on the supplier’s decision to or NOT to pass their fees onto their customers and whether it is an unfair or fair advantage to be part of the Remitter’s Process.
9. Is it to our benefit as a Steward to enter into Remitter’s Agreements with our VARs and resellers or will they report directly to OES as Stewards since they are the last sellers of the EEE? If you meet the designation of a Steward you have a legal obligation to file monthly Steward’s Reports and remit payment on the designated EEE that you supply into Ontario. Unlike other provinces, the obligation rests with the Steward and not the last seller. As a Steward you can make the business decision to enter into Remitter’s Agreements with your VARs or resellers. This is the only way by which the reseller can become your Remitter and remit on the brands that you as the Steward supply to them. If you choose to enter into a Remitter’s Agreement but a company declines to participate you as the Steward need to file a monthly Steward’s Report on the EEE supplied for use in Ontario to that company.
For the designated EEE product that any company is not the obligated Steward for, it is their choice as to how they will handle any designated EEE Fees charged to them by their supplier and if they wish to become a remitter for this product. OES can not comment on the suppliers decision to or NOT to pass fees to their customers and whether it is an unfair or fair advantage to be part of the Remitter’s Process. Please note that OES will only collect one applicable fee per designated EEE product.
10. Can a company refuse to enter into a Remitter’s Agreement with a Steward and OES or a Sub-Remitter’s Agreement with a Remitter and OES? There is no requirement for any company who may or may not be a Steward to participate in a Remitter’s Agreement. Each company will determine what is right for their own business model. As per the Rules, the obligated Steward is designated to file monthly Steward’s Reports for the EEE they supplied for use in Ontario.
11. If my company agrees to enter into a Remitter’s Agreement with OES and one Steward, does that obligate us to become a Remitter on behalf of all of the Stewards we purchase from? If you enter into a Remitter’s Agreement with one Steward you are not obligated to enter into additional Remitter’s Agreements with other Stewards. If your company makes the decision to enter into additional agreements with Steward each agreement must be entered into separately. Please note that all three parties: OES, the Steward and the Remitter are required to approve the Remitter’s Agreement in order for the Remitter’s Agreement to become valid.
12. My company wants to remit on behalf of multiple Stewards (as they are the Brand Owner or First Importer). Do we need to enter into an agreement with each Steward? Yes, your company would enter into a unique Remitter’s Agreements, with each Steward and OES.
13. Do we need to file a Remitter’s Report by brand for each brand that we resell or is one report filed for all EEE materials by material type? Only one Report is necessary for all brands to be filed with OES. It is your legal requirement to ensure that your organization has met all the terms and conditions of the Remitter’s Agreement, Sub-Remitter’s Agreement and the Rules. This includes tracking of quantity reported by brands for audit purposes. However, your monthly Steward’s/Remitter’s Report will be the aggregate of units supplied for use in Ontario by type.
14. OES Remitter's Agreement (Sub-Remitter’s Agreement) does NOT transfer legal obligation of Steward, it allows a Remitter to file a Remitter’s Report on behalf of a Steward. What happens if a Remitter does not file a Remitter’s Report and is not compliant with the agreement? If a Remitter fails to pay Remitter’s Fees within the dates set our by the Agreement the fees will attract a 10% penalty and a prime + 3% interest rate. If the fees are not paid within 30 days from filing, OES will inform the Steward of the deficiency. The Steward is not responsible for penalty and interest charges if the fees are paid within 90 days of notice being sent to the Steward of such deficiency. In addition to being responsible for the unpaid fees, the Steward will be responsible for penalties and interest charges after such date,
15. Once the Remitter's Agreement is entered into by OES, Steward and the Remitter, can any of the parties revoke the agreement? If so, how? Yes any party can revoke the agreement by cancelling the agreement using the online system. An email will be sent notifying all parties of the request to end the agreement. The date this cancellation becomes effective is the last day of the month in which it was cancelled.
16. Does the Remitter's Agreement have an expiry date? There is no expiry date on Remitter’s Agreements they can be cancelled by any party at any time.
17. I am a Steward and have entered into a Remitter’s Agreement with my reseller, does the Remitter need to tell me or report to me if they subsequently enter into a Sub-Remitter’s Agreement with another company for our branded products? No the Remitter is not required to tell the Steward if they will be entering into Sub-Remitter’s Agreements.
18. I have been asked to become a Remitter by my supplier the Steward, but I cannot see the brands they asked us to remit on behalf of within the OES Reporting System? There is a section within the OES Reporting System where the Steward must enter the brands, if by clicking on the Steward within the Approved list or the Pending Approval list you are unable to view the Steward’s brands below the Steward failed to enter the brands within the system. Please note that OES will NOT be approving any Remitter’s or Sub-Remitter’s Agreements where there are no identified brands.
19. Is there a feature within the OES Reporting System where I can PDF the list of my Remitters? At this time the system is not designed to create a PDF of any pages. We are constantly improving the system.
Registration as a Remitter
20. How do I register with OES to become a Remitter? In order to become a Remitter your company who may or may not be a Steward will have to register with OES within the OES Application/Registration System then complete the Remitter’s Agreement within the OES Online Reporting System.
Complete the mandatory registration fields and self declare how you plan to apply (Steward of WEEE / Enter Remitter's Agreements / Sub-Remitter's Agreements).
Please check all applicable fields for which you wish to register/apply. Keep your login email and password for future reference. The system will generate an application number for Stewards of EEE. Stewards of EEE will also receive an OES Steward number. Keep this information for your records
By registering you will also have the opportunity to indicate to OES that your company is interested into entering into a Remitter's agreement and Remitting on a Steward's behalf. If you wish to become a Remitter during registration, indicate yes to question 1c) during registration.
21. How do I access the OES Reporting System in order to enter into a Remitter’s Agreement? Please follow the steps below for detail information on how to access the OES Reporting System and OES Remitter’s Agreements.
Companies that are registered will have received an email from OES providing them with an Application number login ID and password. If you have not registered please go to https://mtsreg.oesdatasystem.ca/login.aspx
and register.
Open your internet browser and type https://mtsreport.oesdatasystem.ca/login.aspx and follow the
instructions provided onscreen.

Once you have logged into the OES Online Reporting System please don't use the <Next> and <Previous> buttons when navigating, instead please use the tab headings. Both Stewards and Remitters can work within the system and can <Save> information and return to complete the application at their convenience.

22. I registered as a Steward but after consulting the Rules I do not meet the designation of a Steward. Should I enter into a Remitter’s Agreement with my supplier and become their Remitter, if so how do I change my original registration? Please send a detailed email to OES Customer Service (customerservice@ontarioelectronicstewardship.ca) detailing why your company no longer believes it has a legal obligation as a Steward. OES customer service can advise you on next steps to make the changes.
Remitter Numbers
23. Is my distribution exemption # the same number as my Steward Number? OES does not give out exemption numbers. If you received a Steward number you have self declared that you are an Ontario Brand Owner, First Importer or Assembler of EEE who has a commercial connection to the EEE you supply for use in Ontario. Your application number is a number that has been assigned to you to access the OES Online Reporting System.
24. Where can I find my Remitter Number? All OES Remitter’s Numbers are posted on our website and can be accessed from the Steward/Remitter page.. The list of Remitters is updated regularly.
25. Is the Steward number the same as a Remitter’s number? No. There is a separate Remitter number. If a company is both a Steward and a Remitter it will be issued two numbers. Please note that just because your company was issued this number does not mean that it automatically becomes a Remitter, in order to enter into Remitter’s Agreement each company must complete the request within the OES Reporting System. Ontario has an RON number, which stands for Remitter Ontario.
26. Will there be another number for an Ontario Sub-Remitter? If not, have Ontario Sub-Remitters already been included in the list of the OES Remitter Numbers? OES will assign a Remitter number to companies or Stewards who are either Remitters and Sub-Remitters or both. There will not be a separate Sub-Remitter number.
27. I notice that most remitter numbers start with RON7 & some start with RON00. Are there any differences between these three types of remitter numbers? If the company has not provided OES with a number used in other provincial programs, then OES assigned a generic number to the company. If the company provided a number, OES attempted to match the number.
Troubleshooting when entering into Remitter’s Agreements
28. My customer wants to enter into Sub-Remitter agreement with me, (I am a Remitter, not a Steward) however my company is not listed on the list of Remitters within the Sub –Remitter tab how can my customer choose my company as their supplier? Please note that if you are the Remitter and you want your customer to become your sub-remitter they have to also check Options 1a) and 1c) options as YES within the OES Online Reporting System. Once this is done, they will see you on a list where they request you as their Remitter. The reason why you are not being notified is because the Sub-Remitter's agreement is not finalized yet and therefore none of the agreements can be programmed into the back-end of the Reporting system - once this is done you will receive an email indicating that your client has requested to be your Sub-Remitter.
Below you will find three different scenarios for entering into a Remitter’s Agreement.
Remitter’s Agreement – Scenario 1
The first scenario provides an example of when a Steward wishes to enter into a Remitter’s Agreement with its Value Added Reseller (VAR) or Distributor or Retailer. Both the Steward and the company who wishes to enter into this agreement must register with OES registration system first https://mtsreg.oesdatasystem.ca/login.aspx and state yes to the question about Remitter’s Agreements
- The next step involves logging into the OES Reporting system to initiate this process. https://mtsreport.oesdatasystem.ca/login.aspx
- In the Remitters & Agreement tab page both the Steward and the Remitter must answer a series of questions
- The Steward must provide OES with a list of brands that it is the Steward of (either it is the Brand owner or first importer of said brands)
- Next the request for an agreement is made by either the Steward or the Remitter to the other party using the RA Requests tab page.
- The other party must agree and OES needs to approved the agreement before it becomes valid.

Before clicking on the confirm button, please review all business scenarios below to ensure that you have appropriately answered questions A B and C, as it relates to your organization’s status (Steward, Remitter, Sub-Remitter).
Remitter’s Agreement – Scenario 2
The first scenario provides an example of when a Steward wishes to enter into a Remitter’s Agreement with its Value Added Reseller (VAR), Distributor or Retailer. Now, the Remitter (from Scenario 1) would like to enter into another agreement with its own VAR, Distributor or Retailer. Both the Remitter and the company must enter into a Sub-Remitter’s Agreement.
- The other company must register with OES using the Online Registration system https://mtsreg.oesdatasystem.ca/login.aspx and state yes to the question about Remitter’s Agreements
- Both companies who wish to enter into this agreement and login into the OES Reporting system to initiate this process. https://mtsreport.oesdatasystem.ca/login.aspx
- In the Remitters & Agreement tab page both the other company (the ‘Sub-Remitter) must answer a series of questions
- The Remitter (from Scenario 1) will have already have listed the Brands that it is authorized to use by the Steward(s) as outlined in Scenario 1 Remitter’s Agreement
- Next the request for a Sub-Remitter’s Agreement is made by either the Remitter or the Sub-Remitter to the other party using the Sub-RA Requests tab page.
- The other party must agree and OES needs to approved the agreement before it becomes valid

PLEASE NOTE that your organization maybe required to answer yes to these questions based upon its relationship with other companies. Remitter’s Agreement – Scenario 3
The first scenario provides an example of when a Steward wishes to enter into a Remitter’s Agreement with its Value Added Reseller (VAR) or Distributor or Retailer. The second scenario the Remitter entered into an agreement with its VAR, Distributor or Retailer who became the Sub Remitter. Now the Sub-Remitter wants to enter into a Remitter’s Agreement with its customer (i.e. a retailer). In order to do this a third Agreement must be created. In the second Sub-Remitter’s Agreement the previous Sub-Remitter (from Scenario 2) will have to identify itself as the Remitter so that it can enter into a Sub-Remitter’s Agreement with the its customer.
- The new company who wishes to enter into a Sub-Remitter’s Agreement must be registered with OES using the registration system first https://mtsreg.oesdatasystem.ca/login.aspx and state yes to the question about Remitter’s Agreements
- In the Remitters & Agreement tab page both the other company (the ‘Sub-Remitter) must answer a series of questions
- Both companies who wish to enter into this secondary Sub-Remitter’s Agreement must login into the OES Reporting system to initiate this process. https://mtsreport.oesdatasystem.ca/login.aspx and click on the Sub-RA tab. And select the appropriate company
- The Sub-Remitter (from Scenario 2 – who is now the Remitter in scenario 3) will have already have listed the Brands that it is authorized to use by the Remitter (s) as outlined in Scenario 2 Remitter’s Agreement
- The other party must agree and OES needs to approved the agreement before it becomes valid
