Operations Compliance Auditor Position

Ontario Electronic Stewardship (OES) is a not-for-profit industry organization that oversees the responsible reuse and recycling of waste electronics through a program that includes 600 collection sites and numerous other affiliate sites across the province. Each Ontario resident and business is encouraged to safely recycle their end-of-life electronics.

OES is hiring an Operations Compliance Auditor to join the team in the Toronto office for a one year contract.

Reporting to both the Executive Director and the Director of Operations, the Operations Compliance Auditor will be responsible for ensuring that OES service providers are operating within the policies, procedures and regulations as articulated in the OES Program Plan and the relevant contractual agreements. The Operations Compliance Auditor will proactively work with any businesses that are non-compliant to build an understanding and to create reasonable recommendations toward achieving compliance.

Principal Duties and Responsibilities:

  • Ensure that the service providers operate within the policies, procedures and regulations set forth in the Program Plan and relevant contractual agreements with OES including;
  • Audit processor documentation and inbound material loads on an ongoing basis as it relates to the OES program.
  • Validate Generator sites are working within the program boundaries and meeting all required standards.
  • Create, implement and maintain an audit plan and protocols for the organization.
  • Related Data Analysis and fieldwork.
  • Collaborate with Ministry of the Environment (MOE) and Recycler Qualification Office (RQO) to report and follow up on any issues of concern related to service provider compliance.
  • Address noncompliance issues by issuing reports, communicating findings with Sr. Management, establish collaborative working relationships and educate service providers on contractual requirements and program expectations.
  • Gather information, conduct inspections, investigate alleged violations, document findings and prepare reports; present findings to Sr. Management.

The ideal candidate will possess the following skills, experience, and qualifications:

  • Post-secondary education required; ideally with a focus on Law and Security, Customs compliance or related field.
  • Minimum of 3 years relevant work experience; developing, executing and evaluating audit plans with a focus on Quality Control, Environmental Compliance, Commodity Tax Compliance and Enforcement, Investigation or Business Process Auditing is required.
  • Basic knowledge of either manufacturing operations, recycling industry or supply chain logistics.
  • A persuasive communicator with proven ability to communicate clearly and tactfully both verbally and in writing.
  • Excellent interpersonal and conflict management skills which is demonstrated by exercising professionalism, diplomacy, patience and sound judgment.
  • Detail Oriented with strong analytical capabilities.
  • Must be a self-motivator with the ability to work independently.
  • Advanced knowledge of Microsoft Office Suite (Excel, Power Point, Word)
  • Previous experience implementing a Quality Control Program is an asset.
  • An ability to work within a dynamic, team environment; strong time management skills and flexibility to effectively prioritize and ensure completion of work; to change priorities as the need arises; in a politically charged environment with high public profile.
  • 70/30 split between field and desk audit of relevant documents; Driver’s license and vehicle required for travel to field sites within Ontario and Quebec.
  • Experience working in a structured environment such an ISO or HACCP is an asset.
  • Bilingualism (English & French) is an asset.

Compliance Analyst Position

Each Ontario resident and business is encouraged to safely recycle their end-of-life electronics. OES is hiring a Compliance Analyst to join the team in the Toronto office for a one year contract. Reporting to the Supervisor of Steward Reporting, the Compliance Analyst will be responsible for analyzing steward data to provide in depth analysis and reporting. The Compliance Analyst will proactively work with any businesses that are non-compliant to build an understanding and to create reasonable recommendations toward achieving compliance. This will be achieved by being the first point of contact for Stewards, Remitters and Sub-remitters in regards to the coordination of the OES Program compliance and escalation processPrincipal Duties and Responsibilities:

  • Review and analyze Steward material data reports submitted by companies ensuring data integrity and accuracy;
  • Produce performance reports and other analytical reports as needed;
  • Provide support to Stewards and other stakeholders needs, queries, comments and issues as it relates to filings monthly reports and payments;
  • Manage and verify information and correspondence in the OES data management system to ensure data integrity; including Steward records;
  • Prepare internal status reports as required using the OES data management system;  Coordinate compliance efforts and oversee compliance escalation process;
  • Effectively communicate policies and procedures for Stewards;
  • Coordinate third party auditor vendor relationships;
  • Perform field compliance reviews of Stewards and Remitters.

The ideal candidate will possess the following skills, experience, and qualifications:  Post-secondary degree in Business Administration or Accounting.

  • Experience in data analysis in a business environment 2 plus years or compliance based experience. 
  • Strong understanding of the Consumer Electronics Market and Supply Chain.
  • Strong analytical, problem solving and data management and organizational skills.  Advanced knowledge of Microsoft Office Suite (Excel and Access based data analysis).
  • Persistence and dedication to ensure data accuracy in all reporting.
  • A persuasive communicator with proven ability to communicate clearly and tactfully both verbally and in writing.
  • Excellent interpersonal and conflict management skills which is demonstrated by exercising professionalism, diplomacy, patience and sound judgment.
  • An ability to work within a dynamic, team environment; strong time management skills and flexibility to effectively prioritize and ensure completion of work; to change priorities as the need arises; in a politically charged environment.
  • Knowledge of Waste Diversion Act is an asset.
  • Some travel to on site reviews may be required.
